F) OBJECTIVE OF THE COURSE:
Maoist Movement i.e. Naxal Movement has completed more than 50 years. In this period large geographical stretches of the country are affected duo to this problem directly or indirectly. Every day there is a casualty or death of innocent poor, tribals, dalits or backward communities and others especially in rural area. Most of this part is underdeveloped due to conflict of Naxalites/Maoist Movement. This movement is carried out by some specific people for the dream of Communism said to Mao. Many social activist, academicians, journalist etc. have formed a wrong opinion about this movement resulting in a sympathetic attitude towards Maoism due to false propaganda. Furthermore many have join the movement falling prey to false propaganda. However the hideous reality of the movement never comes to the fore. So, the overall perspective of about this movement is based on a wrong assessment of ground reality.
This problem is very complex and is an issue of concerns for policy makers administrators politicians academicians social organization NGOs, students etc. This course aims at correcting the perspectives on various issues involving Maoist movement. The proposed FDP is beneficial for academicians, researchers, post graduate and undergraduate students etc.
CONCEPT NOTE
It was Dr. Manmohan Singh who declared the Maoists as the greatest internal security threat. In 2020, more than a decade later, it may appear that the Maoist rebellion is no longer considered by the government to be India’s greatest internal security threat.
A wide and heavy security blanket has hit hard the Maoist rebellion and in 2019 affected states are officially designated as 11 with 90 affected districts (of which 19 are in Jharkhand, 16 in Bihar, 15 in Odisha, 14 in Chhattisgarh, 14 across Telangana and Andhra Pradesh, 3 in Maharashtra, with the remainder in Uttar Pradesh, Madhya Pradesh, Kerala, and one in West Bengal).
Most Maoist-affected states in India have a surrender and rehabilitation policy, and it rides in tandem with search-and-destroy missions that police and paramilitaries provide. Continued operations, now backed by inter-state co-operation have massively depleted rebel leadership and ranks with regular killings, arrests, and surrender of its leaders and cadres. However, it’s far from breaking the rebellion’s back. There has been speculation of a break between the southern and northern groups of the Maoists but somehow they hold on.
Another important issue is the change of leadership. Over the past two years Maoists have managed a shift in leadership without any major internal friction. Nambala Keshav Rao has taken over as the Arch Leader of the party. So the Maoist rebellion, reality for over 50 years, won’t end very soon.
The Elgar Parishad in Pune and consequent arrests of around ten naxal sympathizers led to a burst of hot debates on Urban Naxals and resulted in a shift of focus from jungles to cities. The Elgar Parishad has once again revealed that political parties are not very serious on the issue of Maoism.
Meanwhile, the Maoist strongholds like Bastar, Malakangiri and Gadchiroli continue to exist and though geographically naxal dominated areas have shrunk, in limited areas the naxal strength to strike can’t be denied. All along, the fascination for Maoist El Dorado has not completely vanished and fistful intellectuals of some urban centres of Telangana, Maharashtra, Jharkhand, WB, Delhi NCR, continue to lend their support to naxals.
Largely the fact remains that today’s Maoism is Telugu Maoism and in foreseeable future the major ideological support for the Maoists shall be in Telugu speaking belt even though the ground cadre have almost vanished from Telangana. While MHA has lend help to states by deploying auxiliary forces like the CRPF, many isolated stretches of adivasi (Tribes) areas are at the mercy of Maoists as states have not opened sufficient police posts. Malkangiri district is a case to prove the point.
It is In this background that Bhumkal Anti-Naxal Organization proposes to organize a series of Online Lectures for a broader understanding of the contemporary Maoist movement, it’s influence on tribes, workers, fundamental development etc., the CPI Maoist, it’s military power and moreover it’s politics.
The expected audience is intellectuals, college teachers, activists, reporters, researchers’ students etc. I am sending this concept note for your consideration and acceptance of invitation.
